Part two of When Was This Car Made !!!error: Indecipherable SUB-paragraph formatting!!! down to the exact year, and appears to have been rife with cheating! I had no idea people loved these old cars so much and I am truly flattered. In any case, here's a car that was never made, so you can't cheat the year.
This is technically an advertisement, but illustrations of cars are important historical tools for understanding how cars are perceived in the world. That's why I laugh every time I see a street sign that shows a silhouette of a car, only that silhouette hasn't been updated since 1973.
In any case, what year was this car, or, uh, cartoon made? And reverse image search will make your palms grow hair.

The Arch Duke is right. This is an ad for douche. 'Refreshing' soaps were sold to women to deal with their 'personal odors' around that time.
